For some reason, LB2 doesn't refresh the screen properly.

Could you explain what you mean by 'refresh the screen properly'? It doesn't mean anything to me.

And I haven't heard many good things about XPSP2..

Much of the game screen remains black.

I have no problems running LB1 under DOSbox, but LB2 is Windows and won't run under DOSbox.

It's because the game was made to run in 256 colors. To make Windows XP run a game in 256 colors, right-click on the shortcut in the start menu, choose properties, click on the compatibility tab and check "run in 256 colors" and "run in 640 x 480 screen resolution". That should make the game work and it'll also fill the screen.
