Can Program Changes be disabled on an SC-88?

Does anyone know if/how Program Changes can be disabled on an SC-88? There is a chart in the owner's manual that indicates Program Changes can be turned on and off, but there is no mention about how to change it. I contacted Roland support and the CSR didn't have any info beyond what was in the owner's manual.
If not, has anyone found an affordable external Program Change filter? I did an internet search and found a filter from MIDISolutions called an Event Processor, but at $199 it's a little beyond my budget.

I believe you can turn off any controller (or any MIDI data, for that matter), selectively, using most sequencers. I haven't done it in a while, but I used to turn off Program changes in Sequencer Plus Gold, once in a while. I wasn't aware that you could do this on a MIDI device other that through software.

Thanks for the reply Tom.
My problem is that the SC-88 is set up with an old Kurzweil EP500 in a church for live performance. I was hoping to preset various sounds on different midi channels in the SC-88 and be able to change basic channels on the Kurzweil for sound selection on the fly. Changing channels works OK but the keyboard will cancel out the Program Change disable each time it changes the basic channel, messing up the sounds in the SC-88. So for my application, a sequencer will not help. I suppose I will need to do the external filter route.
